Basic CSS allows for different fonts, font sizes, colors and basic typography (bold, italics, underlining, etc.). When that's combined with the P, DIV, and UL elements of HTML, very straightforward layouts can be achieved.

Borders and background colors provide simple highlighting and box effects.

Adding in JPEG or GIF images as backgrounds spices up the appearance of the page. Extending the layout with some absolute or relative positioning of elements allows you to get almost any effect you're looking for.
